Problem with loading ASC

I've heart it before and this guy is having problems with loading the ASC. Can someone explain what that is to me or in their forum?

Sounds like a bandwidth issue. He isn't using enough. Tell him to change his NetSpeed to a higher value by typing into the console 'netspeed 15000'. Also have him check his firewall and turn it off temporarily to see if that is causing it. Also, tell him about the CacheSizeMegs=4 under the [Engine.GameEngine] section in his UT.ini. Tell him to set that number up to 256 and then give it a try. Have a good one.

Also, it sounds like the server netspeed may be set too low if his issues only intensify more with each added player. Could be all of these things combined, could be none of them.

Ok thanks Draco, I'll tell him. If its the servers netspeed, why are the other players not having that problem??
