Tried Gparted? there is also a bunch of bootable partitioners around. I bet you might be able to do that from the WINxp install CD tricking it into thinking your gonna do a fresh install....Googled it here......

1.

Get a Win98 boot disk.
2.

Boot from boot disk and run Fdisk.
3.

Partition the drive to what size you want up to 120GB.
4.

Reboot the computer off of the Win98 boot disk.
5.

Format the drive.
6.

Boot the computer off of the Windows 2000, XP or Windows Server 2003 CD.
7.

Proceed to install Windows.
8.

When Setup asks you what partition to install to choose the disk you just formatted it will give you several option dealing with NTFS. Don't make any changes and choose the last option, which is to install the OS to the current drive without making any changes. Setup will proceed to install normally and you will have Windows 2000, XP or Windows Server 2003 installed to a fully functional FAT32 Partition greater then 32GB.

If you are using the Live CD, just boot-up the live CD and go to System>Administration>Partition Editor and format it through there. Life should be good.

Nice... When you enter the partition manager, there is a drop-down box to select the drive. If Linux has detected it, it will be in that drop-down box. If you use a flash drive, it will be listed in the drop-down box, as well.
