To start:
Find the Bluetooth menu in your settings on your phone
Turn the Bluetooth on
Put the Phone into discovery mode
Now, if everything worked right your computer should prompt you for an access code for the phone and vise versa. Unless you changed it on both, the default code is 0000
If this does not work or you computer doesn't prompt you, make sure you have you bluetooth enabled on you computer system or you may not have a bluetooth and will have to go and buy one, cheapest I think I have seen them is $25 US.

In California new law, recently, it said that people can't use cellphone during driving the vehicles. But you can use it with handfree that which bluetooth, etc. My father's car have that kind of feature, until he screwed it up. So he had to buy one...
or he using one hand... speaker mode???

You should know that a lot of people do not secure their Cellphone. SO YES YOU CAN HACK THEIR PHONE!!!! HaHaHa. You can setup calls to who ever you want to, using the headset on you laptop.

If you have bluetooth it should be located in the control panel. If not check your 'Device Manger' and see if you can locate it as a device on the system (installed or not). It may not be installed, that's assuming you have one on the system. If you don't have these would be 2 good places to verify that.
I will add that Sparky and/or Pyro may know a few more things on setting this up. I hardline my cell into my PC via a USB port. Also, if you have drivers for your phone that need to be installed on the PC, install them it will help but not necessary.
